terms shall have expired ; provided, that, in addition to the

 

qualifications hereinbefore mentioned, they shall possess the

 

following qualifications : ( 1 ) Any male citizen of said age

 

who has never been convicted of an infamous crime in the

 

State of Maryland or in any other of the States of the United

 

States, or in any foreign country, shall be entitled to vote.

 

(2) If prior to January 1, 1868, a citizen of said town was en-

 

titled to vote in this State or any other State of the United

 

States at a State election, he shall be entitled to vote; and (3)
